What is FOIL? FOIL is the New York State Freedom of Information Law. First enacted in 1976 the law provides access to the records of all units of state and local government for all persons. Anyone can use FOIL to request documents from New York State and local government and agencies. FOIL provides that the records of all agencies covered by New York Freedom of Information Law be available except records that fall into one of 9 categories of deniable records. The Committee on Open Government is a department of the New York State Department of State and is responsible for the implementation of Freedom of Information and Open Meetings Laws. Do not send request for documents to the Committee on Open Government. Requests for documents should be addressed to the Records Access Officer at the agency whose records you are requesting.
